Resident slave-owner of Barbados, member of the Council from 1820 until his retirement owing to ill health in 1826. An inventory of the Stepney estate and of Skinner was dated 18 January 1827. Presumably Skinner died in late 1826. The compensation for the enslaved people on two of his former estates was paid to his executor William Hinds in the 1830s.
