Owner of Cheltenham estate in St Andrew Jamaica, dead by 1791. Paul Phipps, Member of the Assembly, died in October 1787 and a second Paul Phipps died in transit to England in 1788.
Assumed to be the same Paul Phipps who owned 120 acres and 35 enslaved people in St Andrew in 1753, although this may have been an older relative.
Paul Phipps contributed £9 10s to the University of Pennsylvania following Dr John Morgan's fundraising tour of the West Indies in 1772-1773.
