Samuel Leigh Heatley Binns was baptised 24/03/1812 in St James, Jamaica. He was the son of James K. Binns and Sarah Haughton Binns (née Leigh). His mother registered enslaved people as his Guardian in 1823. He registered enslaved people as owner in 1829 and 1832 and claimed compensation after Emancipation. He died in 1844.

Possibly the first 'ethnic minority' MP to be elected (in 1832) to the House of Commons.
