Emigrated to Jamaica with his brother Henry Goulburn in the 1750s. Set up Bogue Pen in Vere, Jamaica and bought with his brother Henry land from Robert Scott in 1762 which was subsequently developed into Amity Hall estate. After his death in 1765, Henry's widow Sarah administered the estate until Edward's son Munbee Goulburn came of age.
