Brother of Joshua Powell of Bristol (q.v.), and probably the Thomas Powell shown as a joint-owner of Bedminster and Eden estates in Dominica until c. 1826. His will, made 05/09/1836 and proved 19/10/1836, is silent on 'slave-property'. He left an annuity of £500 p.a. to Mary Ann Berkeley, and his other assets, including shares in and loans to the Bristol Dock Co., to his nephews Timothy Powell, Hew Stewart Powell, Joshua Powell, Thomas Hungerford Powell and Timothy Sampson Powell.
