Thomas Phipps of 29 Nottingham Place, Marylebone, was one of the beneficiaries and sole executor of Elizabeth Bowrey (q.v.) who wrote her will in 1813 when she lived in Northaw, Hertfordshire. By the time the will was proved in 1820, Thomas Phipps was living at Sandy Point, St Kitts. Note this is possibly Thomas Phipps junior rather than senior.
