Son of John Smith Budgen and Lucretia Mills, and father of John Robert Budgen (q.v.). Co-claimant as mortgagees with his siblings Cornelia Penelope Budgen and Lucretia Budgen of the compensation for the enslaved people on The Whim in Nevis, inferred to have been sold under the will of their grandfather Thomas Budgen MP (q.v.) and to have come to the family through their grandmother Penelope Smith. The estate was in receivership and the ultimate destination of the compensation money is not yet known.
