Biography

Resident slave-owner in Jamaica, Custos of Westmoreland and active in the recruitment of Scots to work on the estates during Apprenticeship and Emancipation, reportedly travelling for this purpose to Galloway in 1840 and having 'imported' ten Scots between 1837 and 1839.

  1. A mortgage over McNeel's estates (given as New Galloway, previously Dean Valley Dry Works, Caledonia Penn and Petersville Penn) under his marriage settlement of 1842 was the subject of the Chancery case of Turner v Barclay in 1854.
