MP for Totnes 1768-1788, and husband of Anne Thompson (q.v. under Lady Anne Jennings Clerke, nee Thompson), co-heiress of Col. Richard Thompson (q.v). Born Philip Jennings, he changed his name after inheriting estates and the baronetcy in England from his uncle Sir Talbot Clerke in 1774.
