Partner in Palmers, Mackillop (q.v.), son of William Palmer (1737-1821) of Nazeing Park) and Mary Horsley, and brother of George, William Jocelyn and Sir Ralph Palmer (all of whom q.v.): with his brothers he was awarded compensation as mortgagees-in-possession of Springs and Mount Aire in Grenada and with his brother George and Lestock Peach Wilson (q.v.) he was awarded compensation as mortgagee of the Upper Latante estate, again in Grenada.
Entry in the ODNB as 'merchant banker'. Director and later Governor (1830-33) of Bank of England, as was his son Edward Howley Palmer (1877-9). Intimately involved in the new charter of 1833 and in the crises of 1837 and 1839: opposed 1844 Bank Charter Act. Member of the Political Economy Club 1829-46.
Widower of Harlington House, Fulham, when he married Louisa Jane Cockrell 08/07/1841. Living at Hurlingham House in the census of 1841, age 61, with his children Elizabeth, Frances, Richard and Charles Belli, 4 male servants and 8 female servants. At the same address in 1851, age 71, with his wife Jane L, daughters Elizabeth G. and Frances C., son Richard S., daughter-in-law Emma, 2 male servants and 7 female servants. Of Hurlingham, Fulham, buried at All Souls, Kensal Green, 13/02/1858 age 78.
